Minutes of a meeting of Mere Town Council held on Monday, 12th January 2026 at 7.00 pm in the Andy Young Pavilion, Duchy Manor, Springfield Road, Mere, Wiltshire.  BA12 6EW.

Present:  Councillors Sandra Catley (Chair), Rachael Hansford (Vice-Chair), Nick Beale, Aubrey Colman, Philip Coward, Rodney Coward, Clive Hazzard, Raymond Hill, Glen Ings, George Jeans & John Jordan.

Public Participation Session

The Chair opened the public session and invited members of the public to speak (3 minutes per speaker, 15 minutes total).

Planning Application – PL/2025/09801 – Land adjacent to Long Cottage, North Street

  • Jane Belcher, speaking on behalf of other residents as well in objection to the application, citing concerns of overdevelopment on a narrow plot, misleading description of existing residential use, loss of garden space, negative biodiversity impact, lack of dimensions on plans, unclear parking arrangements, absence of bin storage details, potential encroachment on access and drainage rights, and lack of provision for shared lane maintenance and damage liability.
  • Richard Shean, speaking in support of the application on behalf of the applicant, described the proposal as modest, highlighted pre-application discussions with Wiltshire Council, and emphasised the restoration of a derelict barn using local materials, consideration for neighbouring properties in respect of the new small dwelling, and highways support.
  • Issues were raised regarding historic deeds relating to bin storage rights on land subject to development.
  • Glen Ings – spoke as a member of the public as he would be declaring an interest in this planning application but wanted to point out that whilst he was in favour of the redevelopment of the barn, the addition of another dwelling was overdevelopment and would have a negative impact on neighbours.

Other Matters Raised

  • Carnival Committee reported positive engagement at a recent event and potential sponsorship opportunities.
  • Concerns were raised regarding other planning matters (including Beaumont development and land opposite Woodlands Road), particularly turning circles, parking, amenity space, and perceived disregard of consultation comments.
  • A proposal was put forward to express interest in the 2026 Town of Culture project, suggesting a concept inspired by the Bayeux Tapestry as a large-scale historical narrative. The Council was asked to consider how this idea could be developed and taken forward.
  • Reports were made regarding blocked gullies, with a request to compile a list for Wiltshire Council.
  • Positive feedback was shared regarding the new public toilets and Cllr. Rachael Hansford was presented with a picture from the art group.
  • Concerns were noted regarding the removal of stone from a wall at Zeals House.
  • Information was shared regarding local power supply issues related to electricity theft.
  • Appreciation was expressed for the New Year walk and associated fundraising.
  • An email from a visitor praising the town’s upkeep and facilities was read aloud.
  • A request was received seeking permission for a weekly vigil at the Clock Tower.

Decision

Public comments were noted. Matters requiring decisions were deferred to the relevant agenda items.

Discussion

The minutes of the Town Council meeting held on 1st December 2025 were reviewed.

  1. 106. Matters Arising from the Public Session

Request for Weekly Vigil at the Clock Tower
Councillors discussed a request for permission to hold a regular vigil at the Clock Tower. Concerns were raised regarding:

  • Public safety and obstruction at a busy junction and where there is a pedestrian crossing point from one side of The Square to the other.
  • The appropriateness of political activity at a war memorial
  • The regular (weekly) nature of the gathering

The Council reaffirmed its non-political stance and the need to manage use of Council-owned land responsibly.

Resolved:

Permission for the requested vigil at the Clock Tower is refused.

  • Any organised event or gathering on Council-owned land at the Clock Tower / memorial area must seek prior permission from the Town Council.
  • Appropriate signage or guidance will be considered to clarify this requirement which should state that the Town Council will not allow any political rallies, gatherings or demonstrations.

Discussion

The Clerk reported on an online multi-agency meeting with Wiltshire Council and confirmed that a further meeting was scheduled for the following week.

Decision

Update noted. No further action at this stage.

Cllr. Nick Beale, having declared a pecuniary interest in this item, took no part in discussion or voting.

  2. a) Wiltshire Councillors Report

The Wiltshire Councillor reported on:

  • Dorset & Wiltshire Fire and Rescue Service financial pressures and potential future station reviews (no confirmed decisions at this stage).
  • Highway matters, including winter maintenance, salt provision, and prioritisation of routes.
  • Bus service accessibility issues and ongoing discussions to improve demand-responsive transport.
  • Recognition of local residents receiving honours for services to the community.
  • Pedestrian safety concerns at Gillingham Corner, including previously identified funding for improvements.

Resolved: Authority delegated to the Chair & Clerk to write formally to Wiltshire Council pressing for progress on pedestrian safety improvements at Gillingham Corner before allocated funding diminishes in value.

The report was considered and discussed. Members noted progress and ongoing liaison with Wiltshire Council.

  1. c) Report on Wiltshire Council Parking Plan engagement sessions

Cllr. Jeans reported that the review is centred around car parking charges in chargeable car parks and has no affect on Mere.

Discussion: The Clerk summarised the submitted amendments, which included:

  • Reduction in overall dwelling numbers (now 56)
  • Revised site layout including a segregated footway
  • Amendments to house types, orientations, and parking provision
  • Updated highways, lighting, tree, and drainage information

Members noted that while some minor details would continue to require attention through conditions, the overall layout and design were considered an improvement and broadly in keeping with the character of the area.

Proposal: Application for prior approval under Class Q of the GPDO 2015 (as amended), for change of use of agricultural building into 3 no. dwellinghouses (Class C3) with associated operational development.

Discussion: Members were reminded that Class Q applications are restricted to specific material considerations. The Council discussed the proposal with reference to those criteria, including:

  • Transport and highway safety
  • Suitability of the access track, which forms part of the Monarch’s Way long-distance footpath
  • Impact on pedestrians using the route
  • Adequacy of bin storage and waste management
  • Sewage and drainage arrangements

Members reiterated concerns previously raised, particularly that the access lane is unsuitable to accommodate the additional traffic generated by three dwellings and that the proposal would significantly alter the character and safe use of the Monarch’s Way.

Resolved: To object to the application on the same grounds as previously submitted, namely:

  1. Unsuitable Access and Highway Safety

The proposed development would result in additional vehicle movements generated by three dwellings  using an access lane that is narrow and not designed for residential traffic, increasing risk to all road users.

This lane is also part of the Monarch’s Way public footpath, and the proposal fails to clearly ensure safe pedestrian access alongside vehicles.

  1. Impact on Rural Character and Visual Amenity

The conversion of agricultural buildings into residential dwellings would result in a noticeable intensification of use in a predominantly rural landscape.

This change of use, without significant redesign, could alter the character of its surroundings and is not in keeping with the local rural settlement pattern.

  1. Insufficient Information on Sewage, Utilities, and Waste Storage

The application does not provide clear, demonstrable plans to handle sewage treatment within acceptable environmental limits for three residential dwellings.

There is no adequate provision shown to store or access bin collection facilities that will meet operational requirements without negative impact (e.g., bins on highway or blocking path).

Discussion: Members noted the planning history of the site, including a previously refused Class Q application and retrospective works to an agricultural building. Concerns were raised regarding the necessity and specification of the proposed track, its potential impact on the surrounding countryside, and whether it could facilitate future non-agricultural development.

Decision: Resolved: To raise concerns regarding the application and request that Wiltshire Council carefully assess the justification, agricultural need, and potential wider planning implications of the proposed access track.

Discussion

Members reviewed the Council’s previous objection and confirmed that many of the earlier concerns remained relevant.

Key issues discussed included:

  • Insufficient and impractical off‑street parking provision, with doubts that the spaces shown could be achieved in reality.
  • Potential obstruction of the access road and reduced width affecting other properties’ rights of access.
  • Overdevelopment of a constrained site, resulting in cramped layout, limited amenity space, and front doors opening directly onto the road.
  • Absence of clear bin storage provision.
  • Lack of biodiversity and climate strategy information.
  • Concern that the remaining detached stone barn could become the subject of future development proposals, increasing pressure on parking and access.

Members acknowledged that barn conversion alone could improve the street scene, but the addition of a further dwelling was considered excessive.

Resolved: To object to the application on the grounds of overdevelopment, inadequate and impractical parking provision, access constraints, and the relevant concerns previously raised that still apply.

Cllr. Hazzard, having declared a personal interest in this application, refrained from discussion or voting.

Cllr. Ings, having declared a pecuniary interest in this application, left the room whilst it was under discussion.

Discussion

Members discussed the adequacy of parking provision for the proposed number of units, noting concerns raised by Highways officers regarding insufficient parking and inadequate turning space.

  • It was noted that reduced parking could lead to overspill parking and servicing issues on Angel Lane.
  • Members expressed wider concerns regarding infrastructure capacity and cumulative impacts of development in the area.
  • Discussion took place regarding the intended use for older residents, age restrictions, and the role of Homes for Wiltshire in future allocations. Members acknowledged differing views but focused on material planning considerations.

Resolved: To object to the application primarily on the grounds of insufficient parking provision and associated highway impacts and the Town Council’s concerns relating to the nomination process of these residential units.  In the ‘Affordable Housing Statement’ it says that the development is aimed at people of 60 years and over and that on first let the homes in this development will be let to ‘sheltered’ residents of bungalows in the existing development at Lynch Close, Mere.  This will enable the redevelopment of these bungalows and associated communal space.  Subsequent lets will be allocated according to the Wiltshire Council Allocations Policy.    The Town Council is concerned about this last sentence as Homes4Wiltshire manages applications based on housing need which is based upon current housing circumstances and not necessarily local connection and age restrictions.

  1. b) Does the Town Council wish to ‘call in’ any of the planning application consultation responses?

The Town Council wanted the planning application for Fives Court to be considered at Committee although it was felt that this may automatically be referred to committee due to the fact that it is a Wiltshire Council application.  If not, ask Wiltshire Councillor to ‘call in’.

Resolved: No additional call-ins requested by the Town Council.

110: Highways, Footpaths, Traffic and Transport

  1. To identify jobs for the Parish Steward and MyWiltshire reports.

Discussion

  • Concern raised regarding the condition of the footpath along The Meads, where tarmac is narrowing due to grass encroachment.
  • A request was made for the Parish Steward to clear back vegetation to restore the usable width of the path.
  • It was noted that the use of chemical treatments is not permitted.

Resolved: To request the Parish Steward to undertake manual clearance of vegetation along the affected footpath sections.

 

  1. b) Resurfacing works for Woodlands Road, Manor Road, Denes Avenue Further information in Clerks Report

Decision:  Report noted.

 

  1. c) Correspondence between MP, Cllr. Jeans and National Highways relating to flooding and accidents on the A303 resulting in traffic being diverted through Mere during the Xmas holidays.

Discussion:

  • Members received and discussed correspondence between the MP, Wiltshire Councillors, and National Highways regarding flooding on the A303 Mere Bypass and subsequent traffic diversion through the town during the Christmas period.
  • National Highways confirmed a feasibility study into drainage along the Mere Bypass, expected to take a further six months, with construction unlikely before 2028. Interim minor mitigation works will be undertaken.
  • Local knowledge was shared regarding a blocked ditch and pipe on the south side of the A303, believed to be a major contributor to flooding. Members expressed concern over safety risks.

Decision

  • Chair to contact National Highways officer to request a site meeting.
  • Agreement that evidence (including photos/video) of the blocked ditch and drainage issues should be gathered and shared with National Highways.
  1. Buildings, Open Spaces, Play Areas, Sports Grounds, Car Parks, Allotments & Cemeteries

 

  1. a) Approach to School/LEA relating to utilities for Duchy Manor Admin suite regarding lease.

Discussion

Clerk requested permission to approach the school and LEA to resolve utility issues now that the lease for the Duchy Manor Admin Suite is in place, to enable use of the rooms.

Resolved: Clerk authorised to approach the school and LEA to resolve utilities.

 

  1. b) Mere Croquet Club – request for accommodation at Duchy Manor Sports Field Further information in Clerks Report

Discussion

  • Proposal for temporary use of space at Duchy Manor Sports Field for croquet hoops.
  • Location broadly identified, subject to marking out an exact position.
  • Confirmed that hoops would be removable and arrangement temporary.
  • Clarification given that only toilet access to the pavilion would be required, avoiding conflict with Bowls Club use.

Resolved: Permission granted in principle for temporary croquet use, subject to final siting and removable equipment.

Having declared a pecuniary interest in this item, Cllr. Jeans left the room whilst this item was under discussion and took no part in voting.

The Chair confirmed that she had verified that the bank statements accord with the reconciliation for November 2025 and had signed the reconciliations accordingly.

 

  1. c) Quotation for replacement fire alarm devices for Andy Young Pavilion. Further information in Clerks Report

Discussion

  • Annual inspection identified elements of the fire alarm system (installed 2006) as outdated, though operational.
  • Quote received for replacement of outdated components (£451.84 + VAT).

Decision

Resolved: Approval given to proceed with replacement works.

Discussion

  • Clerk reported that office computers require replacement and systems updating.
  • New regulatory requirements for website accessibility, domaine names and cyber security discussed.
  • Proposal to engage a single IT specialist to handle hardware, website, email domains, and security, at £40/hour.

Members requested that a cost estimate be obtained for website work.

Resolved: Clerk authorised to proceed with IT support and equipment upgrades, subject to obtaining estimates for major works such as the website.
